Police: Heroin found on student totaled $5,760

The 192 bags of heroin found in the pockets of a Penn State student this weekend didn't appear to be just for personal use, police said Monday.

The bags -- which police say total $5,760 in value, or $30 per bag -- were discovered in the pockets of Jonathan M. Kissel, 522 E. College Ave., at about 3 a.m. Saturday after two passersby found Kissel unconscious and helped him to the porch of a 500 block South Pugh Street apartment, police said.

Kissel, 25, was charged with a felony count of intention to deliver a controlled substance, as well as possession of controlled substance and public drunkenness, according to the criminal complaint.

Any potential punishment from the university is still pending, university spokeswoman Lisa Powers said, adding she was unaware of any university disciplinary action taken against Kissel.

Penn State's drug policy prohibits use, possession or distribution of illegal drugs, Powers wrote in a subsequent e-mail, and the Office of Judicial Affairs can take action once it receives a citation or criminal complaint from police.

University punishments "are probably the least" of Kissel's worries, Powers wrote.

"The criminal charges against this student are severe and carry some serious minimum sentences," she wrote.

Police routinely determine intent to sell by considering the number of packages of a substance and the type of packaging, State College Police Department Capt. Dana Leonard said.

"Based on the amount of bags he had, that's well above personal use," he said.

But this wasn't a coordinated drug bust, Leonard said -- officers "stumbled into" the find, and Kissel isn't necessarily part of a larger drug investigation, he said.

The student was found unconscious by officers with the smell of alcohol on his breath, police said. He had a Ziploc bag sticking out of his pocket when police arrived on the scene, according to the criminal complaint.

The bag contained 182 other bags each with a small amount of heroin, packaged in wax paper bags and stamped with the words "hard core" and a woman's figure, police said.

Kissel was taken to Mount Nittany Medical Center, where 10 more bags were found in Kissel's pocket, police said.

In 2006, Kissel pleaded guilty to possession of drug paraphernalia and was sentenced to six months of probation after police said they found him with a small amount of cocaine, according to court documents.

Kissel remains in the Centre County Correctional Facility in lieu $100,000 cash bail, jail officials said. His preliminary hearing is scheduled for Wednesday.
