Elizabeth Allen, director of the library, described Kempner's exhibit as a chance to see her work up close.
Kempner said she's always been fascinated with art.
"I started drawing as soon as I could hold a pencil in my hand," Kempner said.
Based in State College, Kempner said she has been teaching for more than 30 years.
Originally Kempner said she taught both youth and adult art classes, but now she chooses to only focus on adults.
"I try to emphasize the adventure and joy of creating art, and I hope to teach as long as I can," Kempner said.
Kempner uses many mediums, including watercolors, acrylics and collages, as part of her work and said she tries not to focus on the subject of the piece, but rather the process.
"Its not the subject but what you do with it that matters," Kempner said.
Allen said Kempner has an approach of viewing the world in a different kind of way through her projects.
"She is a very creative artist who has a very lively way of looking at the world through her art," Allen said.
Christine Lichtig, vice president of The Friends of the Schlow Centre Region Library, said Kempner's reputation is one of high standards around the area.
"Ruth is a highly respected artist in the Centre Region," Lichtig said.
The Friends of the Schlow Centre Region Library is a non-profit organization that works to support the library.
Lichtig said the organization is open to anyone wanting to support the library.
"Every other month the library holds an exhibit for a local artist, and the Friends volunteer to hold the reception," Lichtig said.
Lichtig said Ruth will be in the gallery tonight to discuss her artwork with the community.
"We expect a substantial showing with the popularity of Ruth in the Centre Region," Lichtig said.
