The State College Police Department said Matthew R. Fisher, 22, of State College, punched Robert M. Williamson, 22, of State College, in the face, knocked him to the ground and kicked him in the head twice.

Police issue eight urination citations
The State College Police Department cited eight individuals for public urination Tuesday night. Most of the incidents occurred on Beaver Avenue, near The Diplomat apartment building, 329 E. Beaver Ave. Others occurred on Wilson Alley and Calder Way.
Police said a 22-year-old Penn State student from California was cited for public drunkenness and disorderly conduct after he urinated on a car in a parking lot.
There were only three cars in the parking lot, two of which were police cars -- a marked Chevy Tahoe and an unmarked car. The student picked the non-police car to urinate on, but when police saw him, he started running.
He denied drinking and demanded a Breathalyzer test. After police said he tried to beat the test by blowing into the apparatus, he was found to have a .20 blood alcohol content. He also asked police how much money he could give them so the fine would be dropped. He was released to a roommate, police said.
