Foulke's survey delayed

Collegian Staff Writer

A survey on the effectiveness of the Undergraduate Student Government (USG), intended to reach students tomorrow, has been postponed until Feb. 23 because of difficulties surrounding the polling process.

The survey is the first step in USG President Galen Foulke's process to create a new voice for the student body. It is the first of a two-question referendum aimed at collecting student opinions that may eventually help replace USG with University Park Undergraduate Association (UPUA).

"We'd hoped to have it on the 14th, but it was too short of a timeline for [University Testing Services] UTS," said USG Chief of Staff Andrew Reeve, adding that UTS is administering the survey.

The second question is intended to reach students Feb. 28.

The questions are publicized by the newly formed Students for Real Advocacy -- a 25-member group responsible for supporting UPUA.

Reeve, who is also president of Students for Real Advocacy, said changing the date of the first question is not going to affect the timeline of the rest of the referendums and will give Students for Real Advocacy more time to publicize the advantages of the UPUA constitution.

The Web site -- http://www.psu-upua.com -- is now running the "USG versus UPUA" educational material, Reeve said.

"We've been waiting 18 months," Reeve said. "We can wait nine more days."

Foulke said he doesn't think this delay will have any affect on the rest of the process and any details that need to be worked out with UTS will be ready for the survey.

"I think it'll keep things pretty neutral," Foulke said.

Reeve said UTS needed more than the allotted time to create a Web site that would secure one vote per student and had online security and student verification.

UTS could not be reached for comments.

"Everything else looks great," Reeve said. "We don't see major harm in pushing it back."
