With the help of a confidential informant, undercover investigators arrested three men last week for their alleged involvement with the sale of crack cocaine.
The confidential informant provided police with the names and locations of three alleged crack cocaine dealers: Ramon "Five" Loyd, of Philadelphia, Marquis "Boogie" Carr, of Williamsport, and Darnell "D" Wright, of Altoona. The informant set up two separate incidents where he or she would buy crack cocaine from the defendants, according to court documents.
Nov. 15, the informant brought Loyd to the Sam's Club parking lot, 381 Benner Pike, to meet the investigators. The informant, who was provided with $100 in official funds from investigators, bought crack cocaine from Loyd, according to court documents. The investigators, who witnessed the buy, tested the cocaine for weight, which was about 1 gram, and confirmed it was cocaine.
According to court documents, on the night of Nov. 15, the investigators went to the informant's residence, attempting to purchase cocaine HCL, a powder. Loyd was sitting on the couch smoking a marijuana blunt with a baby sleeping on the couch beside him, according to court documents. The informant and Loyd told the investigators they did not have "powder" but only had "hard" crack cocaine and the investigators left without buying anything, according to court documents.
On Tuesday, Loyd was out of crack cocaine and was going to buy some from Wright, according to court documents. The informant picked up Wright from his residence at Bryce Jordan Towers, 421 E. Beaver Ave., and brought Wright back to the informant's residence under surveillance by investigators, according to court documents. After Loyd and Carr arrived, the informant left the residence and contacted the investigators.
According to court documents, the informant called Wright about 7 p.m. and asked if he had crack cocaine. Wright told the informant that he had about 2 grams. The informant called Wright back a few minutes later and asked to speak with Loyd. Loyd confirmed to the informant that he had 3 or 4 grams of cocaine. The informant arranged for both Wright and Loyd to keep the cocaine because he intended to buy it, according to court documents.
About 7:30 p.m. Tuesday, undercover officers and the informant entered 241 Independence Ave., according to court documents. Wright and Carr were in the living room and Loyd was hiding behind the shower curtain in the bathroom. According to court documents, Loyd and Wright were taken into custody on the charge of criminal use of a communication facility. Carr was also taken into custody, but the complete record of charges Wright and Carr will face were unavailable at press time.
According to court documents, Wright had four green baggies of crack cocaine, a bag of marijuana and $330; Loyd had three and a half Xanex pills and $129; Carr had 21 corner bags of crack cocaine. The three men were taken to the State College Police Department for processing.
Officers interviewed Carr, who told them that he and Loyd were in State College to sell crack cocaine and had done so on other occasions. He also said he sold the cocaine to double his money, according to court documents.
Loyd will be charged with delivery of a controlled substance, possession of a controlled substance with intent to deliver, possession of a controlled substance, criminal conspiracy and criminal use of a communication facility.
Loyd is in Centre County prison in lieu of $150,000 straight bail. Carr and Wright are being held in lieu of $100,000 straight bail each.
The preliminary hearings for the three men will be held at 8:30 a.m. Wednesday at Centre County Courthouse.
