Hurricane recovery a state responsibility

In response to Jim's Coder's letter "Bush's priorities out of touch with country," Sept 6., I would suggest that those who agree with him read the U.S. Constitution.

For an abbreviated tutorial, the Constitution states that anything not specifically outlined as a power of the federal government or the president is the responsibility of the states.

The Constitution does not say that the president is accountable for natural disasters. The affected states bear the sole responsibility of recovery efforts.
