Should police warn customers if a business or business owner is under investigation for a crime?

The State College Police Department recently charged a tanning salon owner with spying on customers, but did not inform patrons during its seven-week investigation.

"Yeah. I think it's pretty essential to inform customers. The consumer has a right to know what he's getting into, if the owner is being investigated."
