New apartment buildings force businesses to relocate

Several local businesses are moving out of the 100 block of South Garner Street strip to make room for two new apartment buildings.

The construction of the apartment buildings requires Unimart, 151 S. Garner St., Uncle Chen's Chinese Restaurant, 157 S. Garner St. and Tanfastique, 159 S. Garner St. to close and possibly relocate.

Unimart Assistant Manager Jerron Langron said he heard about the store's closing a few weeks ago, toward the end of spring break. He added that the store will officially close on Monday.

Langron said he did not know if the store would be relocated.

Joe Zhao, manager of Uncle Chen's Chinese Restaurant, said the store will be relocating to 130 Sowers St., not far from its current location. The restaurant will move into its new location by April 20, Zhao said.

Tanfastique owner Ron Hanslovan said the salon's lease was almost expired.

"We are planning on opening a 20-bed salon that will be bigger and better than anything in State College," he said. "We are getting the location approved."

State College Planning and Zoning Officer Herman Slaybaugh said HFL Corporation, which owns the land where the buildings will be constructed, is proposing the new buildings.

HFL is still in the final stages of receiving permission from the borough planning office to go forward with its plans. "We haven't approved the plan [yet]," Slaybaugh said. "It's 90 percent done at this time."

He added that the plan was submitted last month to the State College Design Review Board for approval.

"There are two buildings proposed on the site," Slaybaugh said. "The building at the corner of Beaver and Garner is [going to be] six stories."

According to plans, the 1.3-acre site will be redeveloped into two apartment buildings with space for commercial business on the lower floor.

Building A will be located along Calder Way and will be five residential stories with 50 four-bedroom apartments and a commercial space on the lowest level.

Building B is designated as 419 E. Beaver Ave. and will have six residential floors, with 18 four-bedroom apartments and six three-bedroom apartments.

Tom Daley, HFL Corporation executive vice president, said plans for the construction schedule will be released toward the end of April.

According to the plans, the construction of apartment Building A will eliminate 70 parking places of a metered lot, but a new two-tier parking garage will be constructed in Building A.

"They can lease those spaces to the tenants or lease it to residents in other areas," Slaybaugh said. "It becomes the land owner's choice when in commercial districts."

He added that the next step in the process is requesting building approval from the Centre Region Code Office.

"Once they get planning approval here they need to go to the building department and the plan would be reviewed for compliance with local building codes," Slaybaugh said. "When it is determined they meet the building code standards, they get a building permit."
