A former Penn State student and another man have been arrested on charges stemming from a Jan. 5 incident when a 19-year-old female was found unresponsive in a parked vehicle in the HUB Parking Deck.
State College Police Department Cpl. Tom Dann said Derek Schalk, 23, of the 1000 block of Cortland Drive, Lemont, is charged with injecting the woman with heroin, driving her to the HUB Parking Deck and leaving her there.
Negligence, as opposed to maliciousness, played a part in the alleged crime, said Mike Madeira, senior deputy attorney general at the Centre County Drug Task Force. "Her male friend [Schalk] shot her up, and she actually passed out, and I understand that he shot her up again," he said.
Medical examiners determined that the woman's heart had stopped at least once during the incident, Madeira said. "It's a miracle she's still alive," he said.
Once police found the victim, she was taken to Mount Nittany Medical Center for treatment.
Schalk, who was enrolled at Penn State at the time of the incident, has been at the Centre County Prison since Jan. 5 when he was arrested for parole violation, and has been held on a state parole detainer.
State College Police Sgt. Keith Robb said a state parole detainer occurs when a person commits a crime while on parole.
According to a press release, the State College Police are being aided in the investigation by the Penn State University Police, as well as the Centre County Drug Task Force and the Pennsylvania Board of Probation and Parole.
Dann said Schalk was arraigned before Magisterial District Judge Jonathan Grine yesterday and went back to the Centre County Prison in lieu of $35,000 bail.
Schalk is being charged with eight counts of possession with intent to deliver heroin, four counts of possession of heroin, one count of possession of paraphernalia and one count of recklessly endangering another person.
Dann said the other defendant, Nathan Rohrbaugh, 20, of the 800 block of Southgate Drive, was arraigned before Grine Monday and released on $40,000 bail.
Rohrbaugh is accused of injecting a 16-year-old female with heroin on two different occasions.
He is being charged with 10 counts of possession with intent to deliver heroin, three counts of possession of heroin and two counts of corruption of minors.
Preliminary hearings for both defendants are scheduled for Wednesday at Centre County Courthouse, Bellefonte.
