Board approves construction plans for new Kohl's
The new department store will be built in the Colonnade Shopping Plaza along North Atherton Street.

Current plans to construct a Kohl's department store in the Colonnade Shopping Plaza along North Atherton Street were approved Wednesday, with a few exceptions, by Patton Township board members.

The retail store will be built on Lowes Boulevard between Lowe's, 249 Lowes Blvd., and Target, 315 Lowes Blvd., where a movie theater was supposed to have been built.

Township Manager Thomas Kurtz said there are still minor details that need to be addressed by Kohl's before final plans are approved and construction can begin.

"It's just minor crossing T's and dotting I's," Kurtz said. "These are kind of technical things, the last ones on the list."

He said Lowes Boulevard would be expanding by adding turning lanes, and the traffic signal at the Lowes Boulevard and Theater Drive intersection will be activated.

"They're removing a road and building a whole new parking lot," Kurtz said.

Robert Switala, Bergmann Associates project manager, said the current plan would be revised with the issues discussed at Wednesday's meeting.

Switala said he expected to submit the final proposal for approval in the next couple of weeks.

He added that the new Kohl's will need to obtain a building permit and, once it is approved it can then start construction.

Bergmann Associates would probably not take part in the construction phase, Switala said.

"We may provide some construction oversight," Switala added. "We are closing in on the end of our work with Kohl's."

Patton Township Supervisor Gary Vratarich said the planned 89,000-square-foot structure is smaller than Target's 126,000-square-foot store.

He added that the township is not financially responsible for construction.

"It doesn't really concern the township," Vratarich said. "All we're concerned with is the footprint on the land."

Doug Erickson, Patton Township public works director, said adding turning lanes to Lowes Boulevard would accommodate for the additional traffic expected with the new store.

"It's not much more than what the theater was going to generate," he said, adding that the additions would be 25 feet.

Because of the construction improvements to be made to the area, Kohl's has agreed to compensate the township $7,450 for its efforts, Erickson said.

He added that Theater Drive would be the road the township would have to eliminate.

Erickson said it would become an unnamed driveway entrance.

In addition to the traffic improvements suggested by township supervisors and Kohl's, the store also agreed to build a direct sidewalk from the bus stop to the store after lengthy discussion.

"We were objecting to the location [of the sidewalk] for the safety of the township," Switala said.

"We understand the desire for a direct route," he added.

Chuck Walzer, Lowe's administrative manager, said the impending construction did not concern him because of the minimal impact it would have on business.

"Any retailer that comes in usually helps out by bringing traffic to the area," he said.

"Unless they do something horribly wrong, it'll help," Walzer added.

Erickson said he expected Kohl's to make the necessary adjustments in its proposed plan.

"They'll accept it and go build their store," he said. "If not, the plans will not be approved."

Kohl's representatives could not be reached for comment yesterday.
