That's the ticket

Officer No. P8, a parking enforcement officer for State College Borough, issues a ticket for an automobile parked along Pugh Street between Calder Way and Beaver Avenue. The car already had a previous ticket. Officer No. P8 said it was policy that an officer in his position give their badge number instead of their name.
