"This type of seating is comparable to stadiums located at Ohio State University and Michigan State University," Schultz said.
The stadium will also house offices for both minor league and Penn State officials.
A 500-space parking facility will be constructed on Porter Road, and it will be accessible from Park Avenue.
When the stadium is not being used, commuters and patrons of the Bryce Jordan Center events will occupy the parking spaces, Schultz said.
He added that the parking situation is favorable to the timing of the seasons.
"It's really nice, how the seasons line up," he said. "Penn State plays from March to May, the minor league team will play from June to August and football will be in the fall."
Although plans have not yet been finalized for the minor league team that will occupy the stadium, the main prospect is a team that will be purchased by the Altoona Curve.
The Curve would purchase and re-locate a team to Centre County to play in the New York-Penn League, which only plays during the summer months.
Chuck Greenberg, Altoona Curve president and managing partner, could not be reached yesterday for comment on the project.
At Friday's meeting, Schultz also addressed the issue of alcohol sales at the stadium's concession stands.
"Beer will only be sold at the minor league games," he said. "It will not be sold at the university's games."
Preliminary plans for the stadium will be submitted for board approval in March and final plans will be voted on at the board's May meeting, giving architect L. Robert Kimball & Associates about one year after to complete construction.
Funding for the project was secured through the Centre County Industrial Development Authority under Pennsylvania Act 40, which was signed on June 22. The act guarantees up to $15 million for the project and requires the amount to be matched with local funding.
The local funds will come in part from a $5 million gift by Intercollegiate Athletics.
The minor league team and Penn State will sign an initial 10-year agreement for stadium use and two additional 10-year options will be available.
