Fugitive found in shelter, arrested

A 30-year-old fugitive wanted in connection with an aggravated sexual assault case in Canton, Texas, was arrested and arraigned after being found in a State College homeless shelter Sunday night.

Joseph Leonard Brown will face charges in Texas after a woman told Canton police that on Aug. 10, Brown allegedly attempted to fondle her and struck her a few times after she resisted, said Canton police officer Charles Brown, one of the former investigators in the case.

"[The victim said] he stuck his hand inside her panties. ... When she fled, he took off," he said.

Charles Brown said police never found the suspect after the incident was reported.

The suspect was staying at a local homeless shelter, Centre House Emergency Shelter, 217 E. Nittany Ave., this weekend, when a routine check was performed by the State College Police Department, Sgt. Mark Argiro said.

Centre House program manager Bobbi Bronstein said county residents can stay there for up to 30 days, while nonresidents can stay up to three days. However, if officials at Centre House feel the need to check someone because he or she seems suspicious, they contact police to perform a background check, Bronstein said.

Once police searched the National Crime Information Center system, they found an arrest warrant for Joseph Brown dated Aug. 10.

Because Joseph Brown was considered a fugitive from justice and had to be arrested before he could be transferred to Texas, he was immediately taken into custody by State College police and arraigned before District Justice Allen Sinclair, Argiro said.

Charles Brown said he could not comment on whether Joseph Brown has a prior criminal record.

Joseph Brown is currently in Centre County Prison on $25,000 bail and is awaiting extradition from the Canton Police Department in Texas.
