The voting session took place in the Paul Robeson Cultural Center in the HUB-Robeson Center, where members of the chapters of NPHC gathered to cast their ballots.
The election followed a regularly scheduled meeting of the executive board.
Executive Vice President-elect Randy Winder said future goals of the executive board will include being "more active and visible in the community."
"The first thing we'll get back to is reaching out to the community we serve," he said.
"All of our organizations are service organizations," he added.
Winder said "establishing fresh relationships" within the four greek councils is a priority as well.
"We'll be looking toward working with other councils," he said.
NPHC President Wole Adegbonmire, who presided over the election, said he felt that current NPHC executive board members would be able to work well with the newly elected incoming officers.
"I'm very close to Tahiirah. It will make the transition even more effective," he said.
Adegbonmire said he felt that over the past year, NPHC has "grown up a lot" and worked with the other greek councils.
"The council itself has increased in experience and members," he said.
Phi Beta Sigma Vice President Kevin Smith said Allen has experience on the council.
"She was a very good vice president of standards; that's why everyone wanted her as president," he said. "She showed leadership qualities."
Assistant Director of Fraternity and Sorority Life Jared Brown said the executive board was composed of more upperclassmen than in past years.
"I feel this council has a lot of experience to move the council forward," he said. "They've all been involved with their chapter."
Winder said the new executive board provides a good mix of younger members and more experienced, veteran members.
"I would say we're a little heavier on experience, so we know the issues the council needs to address," he said.
Winder said the executive board will officially be installed on Dec. 5.
