Construction on Beaver Avenue this week that is meant to fix the road's pothole problem has been inconvenient to say the least. The all-hours work to replace entire sections of the street that show damage is being done during low-peak traffic times so passing motorists pose less of a danger to both workers and pedestrians.
The effort to schedule workers' hours so they are safer is valid, as is the idea of doing the project during the summer when State College is emptier than the fall or spring. However, this particular week of the summer and the times when heavy machinery is spewing an audible nightmare into the air could not be worse.
Planners of the project should have known that this is finals week for summer students at Penn State. Since this semester has classes and end-of-the-year tests crammed into the same time period, students need quiet time to study during the early morning or late-night hours when they don't have classes.
And sleep would really be a plus as well. Officials say this work must be done now because a contract specifically states the project must be completed by the fall. But with an estimated completion time of Monday, planners could have pushed off much of this noisy work until the dead period between the end of this semester and the fall.
Project planners obviously took Penn State students into consideration when they planned the construction for the summer months, but they should have went further and considered the situation of the students who are here now.
