Theft: Charles Chapman of Detroit was arrested on charges of stealing shoes at The Shoe Department at the Nittany Mall and returning them for a refund, the State College Police Department said. He was also charged for the same offense at B. Dalton Bookseller in the mall and Office Depot, 387 Benner Pike, police said. He was arraigned before District Justice Allen Sinclair for theft by deception, retail theft and receiving stolen property. He is in Centre County Prison in lieu of $10,000 bail.
