Ninety-four hundred dollars -- this number is a rough estimation of what a Penn State tuition bill for in-state students might look like next year.

Despite the construction on campus and the surrounding areas, traffic for this week's 36th annual Central Pennsylvania Festival of the Arts should run smoothly.

It took 10 years to write and another 10 years before it was published. Jerry Engels is the fourth novel written by retired Penn State English professor Thomas Rogers.
