Highlight
Governor Mark Schweiker declared a drought emergency for Philadelphia this past Tuesday. Water conservation acts are now in progress as most of Pennsylvania heads into spring with a six-month precipitation total far below normal. The entire northeast is below average, especially Maine. They have received 75% precipitation less than normal, and are having the worst drought since 1965.
