Penn State, Arts Fest 'a state of emergency'

Did I miss the announcement that Governor Ridge declared State College a state of emergency for Arts Festival? What else could explain the need for marshal law on Beaver Avenue?

If anyone has gotten out of control, it is the Penn State administration and the State College Police, not the students. To say "No Acme Pizza=no Riots," you ignore the fact that there were 250 police officers not allowing crowds larger then three people on the street. If someone wanted to stop and talk to their friend, they had a cop telling them to "move along."

After being treated like a second class citizen in my three-plus years as a student, I can tell you after graduation State College and Penn State will never see another dime of my money.
