Controlling unruly crowds up to borough, not stores

Let's say that, in full compliance of the new borough ordinance, Acme Pizza would have opened a door up to its customers rather than its window. The troublesome line might have moved six feet forward. What's been solved? Nothing. It is not the responsibility of business owners to maintain law and order in the streets. It's a shame that the borough would take away a man's livelihood just to save themselves the bother of crowd control.
