A 28-year-old State College man who allegedly exposed himself in numerous incidents both on campus and in State College will have his preliminary hearing today at the Centre County Courthouse in Bellefonte. He is charged with indecent exposure, open lewdness, and harassment and stalking.

According to police documents, Byoung Chung admitted to exposing himself eight times in State College and two times on campus. Only three of the incidents, however, were reported to the State College Police Department.

The first incident occurred June 5 when a victim reported a man in the staircase in a West Beaver Avenue apartment complex, masturbating while looking directly at her.

The second incident occurred July 22 when another victim reported a man masturbated in front of her at a stairway that connects Hill Alley and West Prospect Avenue. The woman told police that the same man exposed himself in front of her at the same location twice before.

Three women also told police a man exposed himself to them in a parking lot of on the 800 block of Bellaire Avenue on Oct. 19. After they confronted him, the man apologized.

Another victim reported a man exposed himself to her on the second floor of the Nittany Parking Deck on Dec. 10. After being approached by a Penn State Police Services officer, Chung told police he exposed himself because he was releasing the pressures of studying for final exams. According to police documents, an officer received an e-mail from Chung apologizing for his behavior.

Chung made a written statement regarding his actions, saying he started this type of behavior after watching an MTV show on spring break, police documents said.

According to the documents, Chung is a Penn State student but is not listed in the university's student directory.
