Gov. Tom Ridge announced yesterday a budget that would give Penn State $321.9 million in state funding, a 2.5 percent increase. Yet university officials said the increase is not enough to keep tuition costs down.

The State College Police Department reported a car chase early yesterday morning. Police reported at 2:47 a.m. a man driving a stolen vehicle erratically on the 300 block of College Avenue.

State College man arraigned for high speed chase
BELLEFONTE — A State College man who led police on a high-speed chase in November was sentenced to spend two to five years in a state correctional institution yesterday at the Centre County Courthouse.
