Tom Ridge has proposed a 2 percent increase in spending at the University, said John Brighton, executive vice president and provost for the University. Ridge budget benefits poor, education, business Gov. Tom Ridge unveiled his proposed $16.9 billion budget in Harrisburg yesterday, which includes a $67 million tax cut and 2.7 percent spending increase. Clinton addresses education A $1,500 tax credit for college sophomores and freshmen with at least B averages, and making up to $10,000 in college or job training costs tax deductible were two of the poll-tested ideas President Clinton pitched to the 105th Congress last night in his State of the Union Address.
