Relations between the police and the fraternity system can be improved by increasing communication between students, the Interfraternity Council, businesses and State College's permanent residents, said State College Police Chief Tom King. A man who was released from Centre County Prison yesterday morning to search for a job failed to return to the prison after the allotted 8 hours and was apprehended last night by University Police Services in Parking Lot 83N. A University student lost control of his car and crashed into a house yesterday afternoon on the 1000 block of South Pugh Street, the State College Police Department said. When the state of Pennsylvania decided to stop giving money collected from University parking violation fines to the State College Borough, nobody bothered to tell the borough.
