Teetering constantly on the brink of death, the State Student Incentive Grant program has survived another U.S. Congressional battle, but remains in jeopardy.

Twelve years ago, Carl Easterling had an idea -- bring nationally-known bands to State College. He convinced the management of the bar he worked in that it would be a good idea because there was a lack of quality live entertainment in the area.
