Patrick Inorio of 215 W. Fairmount Ave. was cited Wednesday for violating a borough ordinance prohibiting canvassing on private property, State College Bureau of Police Services said.
Inorio was putting fliers under the doors of apartments managed by the Apartment Store, 444 E. College Ave., police said. The fliers asked for residents' opinions on their apartments, and renting from The Apartment Store, police said.
Mary Frantz, vice president of The Apartment Store, said several residents called to tell The Apartment Store that the fliers were being distributed, and the police were notified. Residents did not call to complain but just to let the rental group know what was happening, she said.
"The residents were keeping us informed," Frantz said.
Frantz said Park Hill, 478 E. Beaver, was the only apartment complex that she was aware received fliers.
Inorio was unavailable for comment.
He has expressed his dissatisfaction with The Apartment Store management in the past by picketing the housing fair and The Apartment Store's downtown office. He also ran classified ads looking for renters who are dissatisfied with the management of The Apartment Store.
Inorio's disputes with the Apartment Store appeared in a Feb. 11 story in The Daily Collegian.
