Don't leave home without it.
 
The College Savings Bond Act --formally called the Tuition Account Program -- could allow families to put money that will be untaxed toward college tuition for any state school years before the application process starts.
 
After 24 years of tuition increases, students are bracing themselves for the 25th anniversary.
