Police to enforce water restrictions
Residents must heed regulations

State College residents might want to think twice before washing the car or watering the lawn this weekend.

The State College Bureau of Police Services is now authorized to cite people not following drought regulations that come from a proclamation issued by Gov. Robert P. Casey in July.

Because of the proclamation's wording, State College police did not think they were allowed to cite people, Lt. Carmine W. Prestia said. But since the regulations now appear in the Pennsylvania Bulletin, police feel they are able to issue citations.

"Where we might not have given a citation before, now we will," Prestia said.

So far, State College police have not cited anyone, but they have given warnings. There haven't been any cases where people refused to comply, Prestia said.

The state drought regulations prohibit:

-- Watering lawns, golf courses and other grassy areas, excluding:

-- Watering of other yard plants such as trees, shrubs, vegetables and flowers, which is permitted between 5 p.m. and 9 a.m.

-- Watering newly seeded and sodded grass areas, using a bucket or hand-held nozzle between 5 p.m. and 9 a.m. Sprinklers may not be used at any time.

-- Serving water at eating establishments unless specifically requested by a patron.

-- Washing or cleaning motor vehicles, trailers and boats, except:

-- Washing personally owned or leased vehicles using buckets only.

-- Washing at commercial car washes that recycle water or use timed dispensing equipment that restricts flow to the minimum rate necessary to ensure an effective wash.

-- Operating ornamental fountains, reflecting pools or artificial waterfalls.

-- Filling or topping off of swimming pools, excluding:

-- Public and residential swimming pools serving 25 or more dwelling units.

-- Pools operated by health care facilities for patient care and rehabilitation.

-- Other pools, if approved by the public water supply system that supplies the water, or other sources with permission of the owner.
