CRPC recommends hike, opposes cap for in-lieu

The Centre Regional Planning Commission last night approved a recommendation to the State College Borough Council that calls for an adjustment in the in-lieu parking fee to correspond to the rate of inflation.

The recommendation was based on borough and CRPC reports.

The in-lieu parkng program allows developers to pay into a special fund rather than provide on-site parking.

The adjusted rate would raise the fee from $5,127 to $5,238 per space, a $111 increase.

Some commission members said they did not want to increase rates drastically.

"I'd be reluctant to make any major changes on it," said Gary Schultz, commission chairman.

Committee members approved the recommendation with the condition that the issue be further examined within the next 12 months.

Schultz said that since parking is always a topic of discussion in the borough, he was certain that the matter will be studied at future meetings.

The commission also agreed not to recommend a cap on the in-lieu option. A cap would limit the number of residential units the developers could apply to the option.

The borough planning commission decided against the cap as well, said borough planning director Carl Hess.

Borough council will hold a public hearing on the proposed cap on April 15.
