Aldo Barovero (junior-political science) said that as Undergraduate Student Government president he would eliminate the current USG format.
The USG senate should include members from residence hall areas and student groups, Barovero said. The new senate would legislate, and the University Student Advisory Board would remain an advisory group, he said.
The senate would include the student government president but not a vice president, a representative from each residence hall area, and 15 members from student organizations including Black Caucus, the Organization for Town and Independent Students and the Graduate Student Association. The senate would also include a liaison to the State College Borough Council, Barovero said.
Barovero suggested changing USG's name to Penn State Student Government, or PSSG.
Barovero also said he would lobby in Harrisburg once a month for increased state higher education funding.
The state and the University must pay for the HUB expansion and Paul Robeson Cultural Center renovations, Barovero said, adding he would ask the University's Board of Trustees for the funds. If funds from the Campaign for Penn State, a five-year funding drive that ended last year, could not be used for the construction, Barovero said he wants to see how the funds are used.
He added that students should not be responsible for raising funds for such services.
Barovero also wants to build trust between the students and administrators and would not ask the administration to open the University budget.
"The University is too stubborn to do anything about it," Barovero said.
He also said he supports adding the words "sexual orientation" to the University's non-discrimination policy.
To improve student services, Barovero said he would establish a Loop route with stops near fraternity houses on weekends, and enforce the quiet study policy in University libraries.
Barovero is running as an unofficial write-in candidate in the elections.
Paying a $25 fee to the USG Elections Commision would have provided him with official status, allowing him to participate in USG debates and USG-sponsored advertising, Head Elections Commissioner Wendy Goldstein said. But Barovero said he prefers to campaign independently.
Barovero has been a member of the Pollock Nittany Residence Hall Association.
