The Whitehead/Winner ticket plans to concentrate on racial issues.
"I see a problem with racism," James Whitehead (senior-mineral economics) said. "I want people to leave from Penn State knowing all races are equal."
Whitehead and Jerry Winner (junior-business management) will sponsor discussions, seminars and classes to educate people on racial differences.
But Whitehead said he does not support the University adding sexual orientation into the University Acts of Intolerance because he said promoting homosexuality is contradictory to civilization.
"I will not support sexual orientation. I have moral obligations," Whitehead said. "Homosexuality is wrong."
"But I'm not violently opposed to it," he added. "That would be morally degrading . . . Civilized people differentiate themselves by having a code of ethics."
"You're not supposed to kill people. You're not supposed to steal from people. You're not supposed to be a homosexual. You're not supposed to be a racist. It's immoral," Whitehead said.
The Whitehead/Winner administration plans to sponsor a lottery to give scholarships to students.
"I want to look into a lottery here in State College or statewide," Whitehead said. "All the proceeds will go into scholarship funds for minorities and all other Penn State students."
Whitehead and Winner will also try to get rid of negative connotations about fraternities and show students the positive aspects of Greeks.
"Everyone is on the fraternities' backs for everything they do -- just for what a few people do the whole fraternity is blamed. If something happens in dorms, it is that individual's fault not the dorm system's fault," Whitehead said.
Whitehead said he plans to create good relations with the new University administration by meeting with administrators regularly and tell them about undergraduate concerns. He added that he will ask administrators about tuition increases.
"I want to see if education is improving as the amount of tuition is going up," he said. "Is education being improved or is Penn State getting richer?"
Whitehead and Winner also plan to try to get more student parking and lower the price of parking fines.
"The fines are ridiculous," Whitehead said. "Fifteen dollars for a parking fine is excessive. It discriminates against low-income students."
Whitehead said he will try to get tuition lowered by lobbying in Harrisburg.
Also in Whitehead and Winner's platform are the creation of course-evaluation guides and the protection of free speech.
Whitehead's platform also states, "We will not be intimidated by any group or individual."
Whitehead, a resident of New Columbia, is a member of the Society of Mineral Economists.
Winner is a resident of Lansdowne.
