The State College Borough Planning Commission last night postponed deciding on the borough's Capital Improvement Budget until the results of two studies are released.
Commission members agreed that the results of the Neighborhood Conservation Action Plan and the Downtown Economic Development and Urban Design Plan will help determine how the commission's money should be spent, but members said they would try to create "wish lists" for comparison with the studies' results.
The commission also set some long-range goals for 1991 and beyond. These goals include:
-- Solidifying University-borough planning mechanisms.
-- Developing an expansive transportation plan focusing on bus and train routes, connections and accessibility.
-- Refining and enhancing the mechanism for citizen involvement in planning issues.
-- Taking a closer look at how the planning commission's functions and ordinances affect the quality of life, the quality of the environment and the economy of the borough.
The commission also discussed how to present its State of Planning report, which will outline the climate of planning in the area, list this year's accomplishments, present activities for the next fiscal year and provide long-range goals.
