LGSA opposes borough's fair housing

The Lesbian and Gay Student Alliance last night voted unanimously not to support the State College Borough's proposed fair housing ordinance.

If passed, the proposed ordinance would outlaw all housing discrimination in the borough except against those unable to pay rent.

The political branch of LGSA said it will not back the proposed ordinance because it does not specifically mention groups of people that cannot be discriminated against.

The organization will suggest an ordinance to the council tonight which would list specific groups to be protected, including gay men and lesbians, but would not be limited to those groups listed.

"I personally think there are going to be a lot of problems with this ordinance in the future," said Jeff McCarty, LGSA's political co-director.

The borough manager, who would enforce the ordinance if it is passed, could decide which groups are protected and which are not, members said.

"It's always going to be open to the interpretation of whoever is in charge of enforcement at the time," McCarty said.

Although Borough Manager Peter Marshall and State College Mayor Arnold Addision say they will protect gay men and lesbians from possible housing discrimination, the proposed ordinance does not guarantee that in 10 years a different manager and mayor may decide not to act against discrimination based on sexual orientation, McCarty said.

"As soon as you say it's better than nothing, you've lost already," said one LGSA member during debate over what the organization's stand should be.

"If there's a chance of another ordinance, we don't want to support (the ordinance)," political Co-director Lora Nace said.

Members also discussed the recent change in wording of the Acts of Intolerance, which gives free speech protection to insults based on such things as race and sexual orientation.

"I think our problem is more along the lines of the consistency of enforcement of the acts than the change in wording," Nace said.

Nace suggested setting up a committee of faculty and students who would be in charge of determining what constitutes an act of intolerance as complaints arise. Under the current system the Office of Campus Life handles all such complaints.

Also discussed at the meeting was the appointment of Terrell Jones, former associate director of the Office of Campus Life, as the interim vice provost for minority concerns.

McCarty said he approves of Jones' appointment and thinks the selection committee is making an honest effort to fill the position and obtain input from LGSA and other minority groups.
